Not Everyone's Growing
Industrial and investment growth in Russia is increasing the economic gap between Russian regions. A Rosstat survey of regional economic indicators in the first quarter of the year that, against a background of record general growth, industrial production fell in 12 regions, there is no construction boom in 21 regions, and public income differences among regions are increasing. World Bank analysts predict that further growth will become concentrated in three federal districts, the Central, Northwest and Southern.
Among the regions with negative industrial growth were Voronezh, Murmansk, Kirov and Chita Regions. There were few regions retail prices remained stable or fell, however. The construction industry grew by 22.7 percent nationally, but among the 21 regions where it shrank are Ivanovo, Smolensk and Yaroslavl Regions. Investment in fixed assets decreased in Kostroma, Ryazan, Leningrad and Omsk Regions and Khabarovsk Territory.

Real personal income in the first quarter showed similar tendencies. In comparison with the previous year, income was up almost everywhere. The Nenets and Koryak Autonomous Areas were the only exceptions. The greatest growth, over 20 percent, was observed in Dagestan, Ingushetia, Kalmykia, Ust-Ordynsk Buryat Autonomous Area and Kirov and Volgograd Regions. However, the gap between the highest income (an average of 25,932 rubles monthly per capita in Moscow) and the lowest (2728 rubles in Ingushetia) is growing.
